“That Requires The Listener To Be As Stupid As The Speaker”

Congressman Trey Gowdy: The, uh, Department of Justice, Mr. Chairman, is not just another agency within the federal government

The Department of Justice is responsible, for safeguarding the fundamental foundation, of this Republic, which is respect for the rule of law

The Department is symbolized, Mr. Chairman, by nothing more than a blindfolded woman holding a set of scales, and a sword

She doesn’t care about political agendas

She doesn’t care about whether her decisions help or hurt people’s reelection bids

She doesn’t care about race, gender, socioeconomic status

Just the equal application of the law so all citizens can have confidence in the decisions, that she makes

(Thank you Mr. Chairman)

Mr. Shulman, when you learned that conservative groups were being targeted by the IRS for discriminatory treatment, what did you do❓
………………………………………………..
Internal Revenue Service Commissioner Douglas H. Shulman:

Um

When

When I learned, uh, of the existence of a BOLO list, um, in that same conversation or, or right around that time, um, I also, uh, learned a couple things:

1. That it was being stopped, so that
………………………………………………..
Representative Trey Gowdy:

Alright

And who told you it was being stopped❓
………………………………………………..
Internal Revenue Service Commissioner Douglas Shulman:

That’s, um, Steve Miller, my Deputy
………………………………………………..
Congressman Gowdy:

Alright

And did you investigate further❓

Di

Can you give me the name of a single person who was involved in the original decision to target conservative groups, for disparate treatment❓
………………………………………………..
Internal Revenue Service Commissioner Shulman:

Um

I’m

I’m not aware of those names
………………………………………………..
Representative Gowdy:

Why can’t you give me a name❓
………………………………………………..
IRS Commissioner Douglas H. Shulman:

So at the same time, uh, that I learned and it was being stopped I was, um, also told that the Inspector General, uh, was aware of it …
………………………………………………..
Rep. Trey Gowdy:

Mr. Shulman, is the Inspector General the only person who can investigate wrongdoing within the IRS❓
………………………………………………..
IRS Commissioner Douglas Shulman:

Um

My, uh, general practice is
………………………………………………..
Rep. Gowdy:

Can you answer my question and then, then you can explain❓
………………………………………………..
IRS Commissioner Shulman:

Uh
………………………………………………..
Trey Gowdy:

Is the Inspector General the only entity who can investigate wrongdoing❓
………………………………………………..
Commissioner Douglas H. Shulman:

Um

Congress can investigate
………………………………………………..
T. Gowdy:

How about you❓
………………………………………………..
Commissioner Douglas Shulman:

and a number of others
………………………………………………..
Gowdy:

Can you do it❓
………………………………………………..
Commissioner Shulman:

The

The practice at the Internal Revenue Service that, uh, I inherited, and the one that I operated
………………………………………………..
Trey:

So if there’s inappropriate conduct being done on your watch in the IRS, then that inappropriate conduct can last as long as the Inspector General’s investigation lasts

Is that what you’re telling me❓
………………………………………………..
Douglas H. Shulman:

I’m
………………………………………………..
TG:

That you’re not going to step in and stop it❓
………………………………………………..
Douglas Shulman:

No

I’m

I’m

What I’m telling you is
………………………………………………..
TG:

If there’s someone wielding a knife in the parking lot are you going to call the Inspector General❓

Are you going to wait until his or her investigation’s over before you stop it❓
………………………………………………..
Shulman:

When I was told about this, uh, these allegations, um, I was also told that, ah, they were being stopped and so that the inappropriate criteria were not being used anymore
………………………………………………..
TG:

And despite the seriousness and potential criminality of that conduct, you didn’t investigate it yourself at al❓
………………………………………………..
Shulman:

So the procedures that I inherited and that, ah, that, my general practice was
………………………………………………..
TG:

Mr. Shulman this is gonna go much quicker if you’ll answer yes or no and then you can explain

Did you do anything to verify that the practice as insidious as it was, was stopped❓
………………………………………………..
Shulman:

Um

The, uh, Inspector General was going to be looking into it and that’s where investigations …
………………………………………………..
TG:

Is it that you can’t say yes or no or you’re just choosing not to say yes or no❓

Can you answer the question:

Did you do anything, personally, to make sure this insidious discriminatory practice was stopped❓
………………………………………………..
Shulman:

Um
………………………………………………..
TG:

Yes, or no❓
………………………………………………..
Shulman:

At the time, that I learned about it I, I also learned two (2) things

The first was, it was being stopped and the second was that the Attorney General
………………………………………………..
TG:

And what did you do to verify that it was stopped❓
………………………………………………..
Shulman:

Um

The responsible Deputy, uh, of the Internal Revenue Service, told me it was being stopped

I had no reason to believe otherwise

I … I think it’s borne out by …
………………………………………………..
TG:

Did you investigate why conservative groups were being targeted
………………………………………………..
Shulman:

Excuse me❓
………………………………………………..
TG:

Did you investigate

So you can’t give me a single name

You can’t answer the who

Can you tell me the why❓

Why were conservative groups

Why was the culture such, under your watch, that an employee felt comfortable targeting conservative groups❓
………………………………………………..
Shulman:

I
………………………………………………..
TG:

Did you investigate that❓
………………………………………………..
Shulman:

You know, from my reading of the report, um, I can’t tell, if it was political motivation or if it was tone deaf

Somebody trying to expedite a way to move cases forward
………………………………………………..
TG:

You

You still don’t know that this was political❓
………………………………………………..
Shulman:

Excuse me❓
………………………………………………..
TG:

You still don’t know that this was political
………………………………………………..
Shulman:

I’d

I’d defer to the Inspector General … what’s in the report
………………………………………………..
TG:

Well I’ll tell you this Mr. Shulman

Your predecessor said that he wasn’t sure if it was partisan and that requires the listener to be as stupid as the speaker
