ABOUT THIS TIME last year, as The Dothan Eagle was investigating a string of rapes that had been taking place in the Napier Field Road area, the management of this newspaper discovered it did not see eye to eye with the Dothan Police Department with regard to access to crime reports

The newspaper’s position was that such reports were considered part of the public record, and that reporters should be allowed to review the documents each day

The police maintained the reports were not public record, but investigatory reports, and said access to some victim information in the reports would be potentially damaging to victims who had already suffered enough

Eagle Editor Ronnie Agnew and Dothan Police Chief John White eventually had a meeting of the minds, and although Chief White continued to maintain his position that the documents were exempt from open records laws – particularly the narrative portion on page two – he acquiesced and allowed reporters access to the front page of the Uniform Incident Offense Report

That agreement was prescient

In an opinion issued last week in response to similar challenges faced by The Decatur Daily, Alabama Attorney General Bill Pryor affirmed that Agnew and White reached an appropriate agreement

Pryor advised that the front page of Uniform Incident Offense reports are open records that are not covered by a law passed by the Alabama Legislature last year concerning privacy of police investigatory reports

The opinion is a victory for Alabamians who deserve to know what’s going on in their communities, and should go a long way in opening access for news organizations throughout the state

Here at home we remain encouraged that a difference of opinion on a matter such as this could be worked through without resorting to opinions from the AG’s office

This news reaffirms those negotiations took the proper course

The Dothan Police Department will be getting a new police dog to replace one of two which died last month during a heat wave

The new dog, whose purchase and training will cost $5,000, will be a Belgian Malinois, the same breed as one of those that died in July, said Dothan Police Chief John White

The Dothan City Commission agreed Tuesday to allow the city police department to buy the dog from Vohne Liche Kennels in Denver, Ind

The $5,000 for the dog will come from drug seizure funds

The date of the dog’s delivery has not been scheduled, White said

When it arrives, however, it will be given continuous training by Dothan police

“We have trainers capable of giving them training in-house,” White said

He declined to discuss the deaths of the two dogs last month other than to say the department and the dog handlers took excellent care of them

(If the department and the dog handlers took excellent care of them, why did they die❓)

The cause of their deaths, he added, has not been confirmed because no autopsies were performed on the dogs’ bodies

(Why would autopsies be performed on the dogs’ bodies if the cause of their deaths might result in a finding that the department and the dog handlers did not take excellent care of them❓)

He said the summer’s heat had been hard on many animals

Several in the region, including one in Birmingham, have died in recent weeks

Drunk drivers beware

A partnership among the Dothan Police Department, Alltel Communications and Cellular One is making it easier to report reckless drivers

“The Dothan Police Department, in concert with Cellular One and Alltel, are in the process of promoting a new effort on all of our parts to rid our highways of the DUI driver here in the City of Dothan,” said Dothan Police Chief John White

“For some time, a number of agencies outside of our area have had the ability to hit four digits on their cell phone, make a free call, and report a suspected DUI driver

I’m happy to say that with our local companies efforts, we’re now able to do that in this city”

By dialing *DUI (*384) on their cellular telephones, Alltel and Cellular One subscribers will be automatically routed to the Dothan Police Department Communications Center, which will immediately send an officer out to investigate

If the suspected drunk driver is outside of the Dothan Police Department’s jurisdiction, White said the call will be routed or passed along to the nearest law enforcement agency

“I think this speaks well of Alltel and Cellular One,” White said

“Obviously they are very civic minded in their corporations

This is one step they have taken to let the community know they are concerned about driving safety on our highways”

The more information — location, tag number, description of the vehicle or direction of travel — motorists are able to give authorities about the suspected offender, the more help they will be to authorities

White hopes *DUI will be used to report all erratic drivers, and allow the police to determine if the suspect is driving under the influence

Calls reporting safety hazards will also be accepted
